Terms and Conditions


Welcome to LINKod Kabitenyo!

These Terms & Conditions (“Terms”) define the relationship between the users of LINKod Kabitenyo (“Service”) and the Provincial Government of Cavite ("PGC") with principal office at the Capitol Compound, Barangay San Agustin, Trece Martires City, Cavite.

By using our Service, you expressly acknowledge and agree to be legally bound by these Terms and other applicable policies of PGC and those under the law. We may modify or update these Terms to reflect any change or changes in the Service. Please make sure that you have read and reviewed its contents before using the Service.

About the Service

The Service is a public WiFi service offered by PGC for its constituents. You can use the Service to surf the internet through your personal computer or any mobile device.

Who can use the Service

  1. Public. Users are allowed a period of one (1) hour daily to use the Service through the "LINKod Kabitenyo Public" wireless network.
  2. Registered Users. Refers to Students, Teachers, Public Officials, Government and Work from Home Private Employees, Frontline workers namely Healthcare Workers and Uniformed Personnel. Users who qualify under this group will need to register their profile and meet certain requirements to be able to maximize the allocated number of hours. Registered users can use the Service through the "LINKod Kabitenyo" wireless network. Students get four (4) hours of daily access provision, while the remaining groups have eight (8) hours of daily access to use the Service.

Responsibilities of the User

We expect you to abide by these basic rules of conduct when you register and use the Service:

  1. PGC grants unique credentials (PIN code, Access code) to users who have completed the registration and /or log-in process. You will use these to register or log in to your account whenever you want to use the Service. It is important that you keep your registration and log-in information secure. You are solely responsible for any loss due or other fraudulent activities associated with the sharing of this information to a third party granted by you.
  2. The Service should not be used to carry out or promote illegal and/or unacceptable acts especially to harm or violate the rights of others. Examples of illegal and/or unacceptable activities are, but not limited to, the following:
    1. Spamming and invasion of privacy. Sending of unsolicited bulk and/or commercial messages over the Internet using the Service or using the same for activities that invade another's privacy.
    2. Intellectual property right violations. Engaging in any activity that infringes or misappropriates the intellectual property rights of others, including patents, copyrights, trademarks, service marks, trade secrets, or any other proprietary right of any third party.
    3. Hacking or accessing illegally or without authorization computers, accounts, equipment or networks belonging to another party, or attempting to penetrate/circumvent security measures of another system. This includes any activity that may be used as a precursor to an attempted system penetration, including, but not limited to, port scans, stealth scans, or other information gathering activity.
    4. Unauthorized transfer or copy of technology, software, or other materials in violation of applicable and existing laws and regulations.
    5. Using the Service in violation of applicable law and regulation, including, but not limited to, advertising, transmitting, or otherwise making available Ponzi Schemes, pyramid schemes, fraudulently charging credit cards, pirating software, or making fraudulent offers to sell or buy products, items, or services.
    6. Distributing pornographic, obscene or indecent speech or materials;
    7. Child pornography;
    8. High bandwidth operations, such as large file transfers and media sharing with peer-to-peer programs (i.e. torrents);
    9. Using the Service to transmit, post, upload, or otherwise making available defamatory, harassing, abusive, or threatening material or language that encourages bodily harm, destruction of property or harasses another;
    10. Forging or misrepresenting message headers, whether in whole or in part, to mask the originator of the message.
    11. Distributing Internet viruses, malicious software or other destructive activities; also, activities that disrupt the use of or interfere with the ability of others to effectively use the node or any connected network, system, service, or equipment.
    12. Advertising, transmitting, or otherwise making available any software product or service that is designed to violate these Terms of Use, which includes the facilitation of the means to spam, initiation of pinging, flooding, mail-bombing, denial of service attacks, and piracy of software.
    13. The sale, transfer, or rental of the Service to customers, clients or other third parties, either directly or as part of a service or product created for resale.
    14. Seeking information on passwords or data belonging to another user.
    15. Facilitating any violation of these Terms;

Limitation of Liability

By using the Service, you hereby expressly acknowledge and agree that there are significant security, privacy and confidentiality risks inherent in accessing or transmitting information through the internet, whether the connection is facilitated through wired or wireless technology. Security issues include, without limitation, interception of transmissions, loss of data, and the introduction or viruses and other programs that can corrupt or damage your computer.

Accordingly, you agree that the owner and/or provider of this network is NOT liable for any interception or transmissions, computer worms or viruses, loss of data, file corruption, hacking or damage to your computer or other devices that result from the transmission or download of information or materials through the internet service provided.
